LEITI Engages Non-MSG Stakeholders to Review Draft Five-Year Strategic Plan

On Tuesday, December 9, 2025, the LEITI Secretariat convened stakeholders outside the MSG to review and provide feedback on a draft five-year strategic plan.  When completed, the plan will support the short-, medium-, and long–term success of the Liberia Extractive Industries Transparency Initiative. The workshop aimed at allowing key stakeholders the opportunity to evaluate, identify strengths and challenges, and realign priorities to strengthen transparency and accountability in Liberia’s extractive sector.
 
The draft strategic plan aligns with three of the six development pillars of the ARREST Agenda and the 2023 EITI Standard. The three pillars are:
Economic transformation: The success of the ARREST agenda will be heavily dependent on increased government revenue. Hence, LEITI implementation over the five years covered by the plan will intensify efforts to support domestic revenue mobilization from the extractives sector.
 
Governance and anti-corruption: LEITI reporting and activities during the period will promote greater transparency and accountability in the extractives sector and enhance coordination with anti-corruption agencies to use LEITI data to address gaps and leakages in the system.
 
Environmental sustainability: LEITI will implement new EITI requirements, including reporting on greenhouse gas (GHG) emissions, methane, and carbon markets, to support government efforts to advance environmental sustainability. 
 
With the inputs from these key stakeholders, the MSG is expected to review and approve the plan at its retreat in Grand Bassa, tentatively scheduled for December 15-17, 2025. Participants were drawn from Civil Society Organizations, Extractive Companies, and Government Ministries, Agencies, and Commissions.
